Sustainable Energy Production Ltd is developing a project to build a new High-efficiency Combined Cycle Power Plant for the production of heat and electricity.

The power plant includes two identical Combined Gas Cycle Turbine units with a single nominal capacity of up to 275 MW. The efficiency of these units is almost 60%, while for standard thermal units it is up to 30%, which means much more complete utilization of the fuel energy and obtaining more energy with half the fuel.

The production of heat and electricity is through the combustion of natural gas in a combined cycle, transmission and distribution of energy, and the flexible and dynamic regulation of the plant’s operation will help balance Bulgaria’s electricity system and allow for increased stability and reliability.

For the new high-efficiency combined cycle power plant, an assessment of the application of best available techniques has been made in accordance with Commission Implementing Decision (EU) 2021/2326 of 30 November 2021 on the formulation of conclusions on best available techniques for large combustion plants, including:

(1) the consumption (quantity and type) of water, energy and basic raw materials for the production of a unit of output,

(2) the use of hazardous substances for the production of a unit of output,

(3) the quantity and type of harmful substances emitted into the ambient air (including the parameters of the emission devices), into wastewater and water bodies (including the discharge points)

and

(4) the quantity and type of production and/or hazardous waste generated during the production activity.

Best available technique means the most effective and advanced stage in the development of activities and methods of their implementation, showing the practical suitability of the relevant techniques for ensuring in principle, on the basis of the relevant emission limit values, and design with a view to preventing, and in cases where this is practically impossible, reducing emissions and their impact on the environment.

At present, the procedure for confirming the application of the best available techniques has been completed, as well as an Environmental Impact Assessment Decision to approve the implementation of the investment proposal.

Combined Cycle Gas Turbine Power Plant (CCGTPP) with total capacity of 275 MWe electric power

The CCGTPP main priority shall ensure the following:

  • Reliable and uninterrupted heat and electricity supply via PPA
  • Maximum electricity production flexibility by targeting the most valuable open market curves
  • Ensuring heat and electricity needs in emergency situations
  • Compliance with environmental emission levels and optimization of costs for eco quotas;
  • Compliance with all legislation of Bulgaria and the EU

Environment

  • Responsible for international environmental standards equipment
  • Lowest pollutants and greenhouse gasses – Sulphur dioxide (SO2), Nitrogen oxides (NOX) and Carbon monoxide (CO)
  • Hydrogen ready – CCGTPP is able to burn natural gas or natural gas/hydrogen mixture
  • Minimum freshwater consumption – a closed cycle of technological water in use

Highest efficiency – best practices and best in class industrial CCGTPP

Flexibility – operates efficiently and guarantees stability at any load
